Documents, both manuscript and printed, relating to Judson's work as an army engineer and as a military attaché, consisting of articles, communiqués, memoranda, reports and speeches. The material covers his role as director of public works in Puerto Rico in 1903 and along the waterfronts of the Great Lakes and other waterways of the U.S., as consultant with George W. Goethals during the building of the Panama Canal, as military observer during the Russo-Japanese War, as Engineer Commissioner of the District of Columbia, as military attaché in Petrograd in 1917, as commander at the Port of Embarkation of New York in 1918 and finally, as river and harbor improvement engineer in Chicago.
